This whitepaper presents the research and innovation priorities in the field of vehicular communications and services. Academic, research and industry stakeholders have cooperated to define the research lines in this field for the next years. We classify these priorities into five different areas: Services, communications, media, on-board equipment and field operational tests. We summarize the most relevant aspects in every area. One of the main goals is to create and deploy services that will make roads safer, efficient, sustainable and more enjoyable. For achieving this objective we propose the following lines; improvement the collision avoidance mechanisms, use contextual information, promote social networks and intensively work in making “green car” (including electric car) initiatives come true. In vehicular communications, there are many open issues in Vehicular Ad hoc Networks (VANET) including routing protocols, session maintenance, security and privacy aspects and more research effort is needed. We identify the use of Next Generation Networks (NGN) and Machine2Machine (M2M) platforms as promising future research lines in VENS. One of the most challenging objectives is to improve and adapt radio technologies to the vehicular environment. Thus, an important research effort on antennas (fractal, reconfigurable and multiport), propagation models and coding is needed. We must follow research and standardization activities on WAVE (IEEE 802.11p) as the technology designed to V2V communications. There is also a need to investigate how on board equipment can be improved. We must work, not only on OBUs and Car PCs but also on the emergent community of nomadic devices and smartphones with advanced features. This community and the ecosystem of applications will be a proper platform for the deployment of ITS systems within vehicles. HMI related aspects should be also taken into account to accomplish the regulatory norms and enable a secure use of services by driver and passengers. To ensure the deployment and interoperability of ITS systems, we need to provide reliable mechanisms and certification frameworks widely adopted. Also, validation activities in real scenarios with a large number of users, commonly known as Field Operational Tests (FOT) will be essential.
